The County of Surrey has not always had its present administrative boundaries, and this can been seen from the fact that Surrey County Cricket Club is based at the Oval, which is now in the London Borough of Lambeth.
The areas covered by the London Boroughs of Lambeth, Southwark, Wandsworth, Croydon, Merton and the Royal Borough of Kingston-upon-Thames, in addition to those parts of the London Borough of Richmond 'south' of the river Thames were all, at one time, part of Surrey, as was the area around Gatwick Airport.
In addition, the area now covered by Spelthorne Borough Council was traditionally part of Middlesex, only being made part of Surrey when most of the area still covered by the now defunct Middlesex County Council was incorporated into Greater London (alongside several of the London Borough's mentioned above).
It is as a result of these historic boundary changes that the administrative centre of Surrey, County Hall, is sited in the Royal Borough of Kingston-upon-Thames, where the County Council has been based since 1893, rather than within 'modern' Surrey. Prior to the move to Kingston-upon-Thames, Surrey's administrative centre was in Newington, which is currently in the London Borough of Southwark. The County Town of Surrey is Guildford.
Surrey has a population of over 1.1m and is covered by 11 Borough & District Councils and 11 Parliamentary Constituencies - whilst the boundaries are roughly similar they are not entirely co-terminus.
